The European Report on Development (ERD) 2013 "Post 2015: Global Action for an Inclusive and Sustainable Future" seeks to contribute to the global reflection on the post-2015 development agenda by providing independent research-based analysis, stimulating debate and building common ground among key stakeholders. Based on an assessment of the Millennium Development Goals (MDGs) experience and on an analysis of the changing international context and likely trends for the next 20-30 years, the ERD 2013 attempts to identify key potential drivers of a global partnership for development post-2015, in order to tackle poverty in the poorest countries in an inclusive and sustainable manner. Three such drivers are highlighted: development finance, trade and investment, and migration.

Human rights and a focus on the multidimensional scope of poverty should be at the centre of the agenda that replaces the Millennium Development Goals - due to expire in less than two years’ time - according to a new position from CONCORD’s Beyond 2015 European Taskforce (ETF). New report from CONCORD’s Beyond 2015 ETF was presented to the European Commissioner for Development Andris Piebalgs, and the European Commissioner for the Environment Janez Potočnik on 2 May in Brussels.

As the Millennium Development Goals (MDGs) come to an end in 2015 and the Rio+20 conference launched the process for the formulation of Sustainable Development Goals (SDGs), the European Commission acknowledges that both challenges must be tackled together through a joined up approach. The two challenges of eradicating poverty and ensuring a sustainable development are interlinked and the Communication "A Decent Life for All: Ending Poverty and Giving the World a Sustainable Future", presented by the European Commission (EC), proposes a global framework to address both issues, with a view to achieve an EU common position to feed the debate at the UN and worldwide.

New York - The United Nations and its partners are to appeal tomorrow for US$51 million to meet the urgent needs of more than one million in Sri Lanka affected by widespread flooding. Torrential rain across the country's eastern and central areas in the last week has caused more than 360,000 people to flee their homes and claimed 43 lives. Some 6,000 homes are totally destroyed and 23,000 are partially damaged.

UN Special Rapporteur on the Right to Food, Olivier de Schutter, commends China's remarkable social and economic progress over the past three decades. China has lifted hundreds of millions of people out of poverty. However, there are problems which including climate change, the shrinking of arable land and land degradation, which threaten agricultural production. De Schutter recommends that China move towards a more sustainable farming system to maintain current levels of production.

Poor people are largely excluded from official discussions on poverty such as the UN MDG process. Of those who spoke at the MDG Summit Roundtables (September 20-22, 2010) forty-five speakers were from NGOs whereas only seven speakers were from people's organizations. In order to include grassroots groups, conference organizers should pay attention to representatives when drawing up agendas and time table. Necessary resources must also be available. Some progress has been made on this front within the UN, notably after the food crisis of 2007, which opened up a political opportunity for engagement with small food producers' organizations.

In this report the Court examines whether decisions to channel aid through the United Nations are the result of a transparent and objective selection process. It also examines whether monitoring and audit arrangements provide adequate information on the robustness of financial procedures and on whether funds have been used for their intended purpose.
