About the Organisation. Role, goals, key activities: Humana People to People Baltic (HPPB) was founded in the beginning of 1998 to raise funds for supporting poor and disadvantaged people in the developing world through a network of shops selling second hand clothes. HPPB is a member of The Federation for Associations Connected to The International HUMANA PEOPLE TO PEOPLE Movement and every year supports more than 40 partnership projects in agriculture, community development, health, education and environment areas in Africa, Asia, Europe and Latin America HPPB also implements the Social Partnership Programme in Lithuania.

Expertise Area: Sustainable Social development Halting and reversing HIV/AIDS
Project/Initiative Title: Total Control of Epidemics in Butuo county, China
Implementation Period: 2012-2013
Objectives: The project’s goal was to engage 2,880 people in voluntary testing and counselling via home-based rapid testing while implementing 6 month pilot project aimed at controlling HIV/AIDS epidemics to reduce HIV prevalence/incidence. The project covers 5 townships in Butuo County, China.

Strategy/Interventions/Innovations: The first ever pilot project during implementation of which local non-governmental health workers (Field Officers) kept reaching remote rural communities to offer health education, voluntary counselling and home based HIV testing (‘VCHT’) in people’s homes.
Lessons Learnt: The project was originally designed to start in the period of 1 September, 2012 - 28 February, 2013. However due to low temperatures in Butuo County that year (results of rapid tests fluctuate reacting to low temperatures), the intended start of the project was postponed to 11th April, 2013.
Sustainability: The Liangshan AIDS Prevention Association recommended the project for continued implementation because the Government’s policy is mainly focused on supporting treatment and care, but not prevention services. The pilot project proved to be a good complement to state policies ensuring universal access to HIV/AIDS prevention, care and treatment. The experience accumulated will be scaled up implementing the four year European Commission’s (EC) supported project on “Strengthening 2 Indigenous Non-state Actors to Support the Yi Minority in Butuo County to Control HIV Epidemic“. The Project of a value of EUR 953.000 will be implemented under the leadership of the Humana People to People Baltic in partnership with the Fundación Pueblo para Pueblo (Spain) collaborating with the Liangshan Yi for Empowerment Centre and the Butuo Women Federation.
