2015, the European Year for Development, has been a very important year for the non-governmental organisations working in the field of international development: there were a lot of events and discussions about global challenges and the roles of us, active citizens, in addressing them. This year will also be remembered for the global agreements on Sustainable Development Goals and actions to address climate change, which we hope will bring a more sustainable future for us and our children.

There one could find realistic proposals on the introduction of the global education into the Lithuanian education programmes, current legal regulation. The publication was prepared based on the position of 12 non-governmental organisations (NGOs) working in the field of education.

On the 19th of February, the NGDO Platform expressed its support for a position paper formulated by the Lithuanian Environmental NGO’s Coalition. The document discusses the goals to be reached by 2030 in the areas of climate change and energy. The position paper was officially presented on the 20th of February at the Ministry of Environment of the Republic of Lithuania while discussing the Lithuanian position on the new goals of the European Union (EU) in the areas of climate change mitigation and energy policies until 2030. The discussion was organised by two Lithuanian NGOs “Sustainable Development Initiatives – DVI” and “Baltic Environmental Forum” and the Ministry of Environment.

The period of the 2014-2020 Multi-annual Financing Framework (MFF) will cover notably the 2015 deadline for the achievement of the Millennium Development Goals (MDGs) and the EU’s own target to spend, collectively, 0.7% of GNI on development aid. It was negotiated while EU actors were participating in global discussions on development effectiveness (in Busan in 2011), future financing for development (for example at the Development Assistance Committee of the Organisation for Economic Cooperation and Development – OECD DAC) and the post-2015 agenda (with global consultations run by the United Nations).

This document aims to summarise the Lithuanian civil society position on two development cooperation issues of the current international agenda. It presents a vision on development goals that will replace the widely known Millennium Development Goals (MDGs) set to expire by 2015 and the core principles advocated by the civil society that should underpin the new international development framework. In this document, Policy Coherence for Development (PCD) is seen as a main instrument to achieve the desired results in a global development agenda.

Recommendations "Human Rights and Democracy in Development Co-operation" is the outcome document of the international conference on the impact of the Baltic States Development Co-operation Programmes in the Eastern Partnership countries held on the 2nd of October, 2012. The recommendations were discussed among the representatives of the Baltic non-govermental development cooperation organisations.

According to the 5th of December 2012 Government decision the draft Development Cooperation and Humanitarian Aid Law was submitted to the Parliament for consideration. Jointly was submitted the draft for amendment and supplement of the Article No. 17 of the State and Municipality Property Management, Use and Disposition Law.

One of the priorities of the forthcoming Lithuanian EU Presidency (second half of 2013) is the post-MDGs agenda. Therefore Lithuanian Umbrella plans to raise public awareness on the post-MDGs, also contribute to the formation of the future framework by pursuing a national advocacy campaign. The A National Nongovernmental Development Cooperation Organisations Platform (Platform) supports the comments submitted by the Beyond 2015 campaign therefore the core principles are reiterated.

Baltic World Talks "Human Security – Towards Empowering Development" summary. On June 16, 2011 the Latvian Platform for Development Cooperation and Ministry of Foreign Affairs of the Republic of Latvia in cooperation with Lithuanian and Estonian nongovernmental development cooperation platforms organized the conference „Human Security – Towards Empowering Development”. The conference encompassed a meeting, which lasted three days and was aimed at exploration of human security concept as a potential for the new development cooperation paradigm. The conference brought together Baltic States' NGO, government and representatives of the academic sector and faculty representatives, as well as in development cooperation sphere globally recognized development economists Sir Richard Jolly, Institute of Development Studies, Sussex, Desmond Gasper, Institute of Social Studies, Hague, and Gabriele Koehler, an independent development economist from Munich.
